Normative factors in public administration

Public Administration: normative factors: which is my contribution is intended to: distinguish between business administration and public administration; identify, isolate and elaborate the six selected normative factors that explain the nature and scope of public administration recognized by and acceptable to western developed capitalist non-dictatorship countries, and, to some extent also, semi capitalist non-dictatorship developing countries of Africa and Middle East, Asia and Latin America. In sum the basically descriptive- analytical-explanatory study does two things: (a)dealing with the problem of selection of factors which guide the activities of political office-bearers and public administrators and their subordinates in their daily tasks of working out priorities and of implementing government policies, plans and programmes; and (b)systematic analysis of the normative factors; namely, political and legislative supremacy; public accountability; public efficiency; requirements of administrative law; democratic principles and respect for societal values and norms, which together constitute the trans-empiricist theory of public administration.

Post-Conflict Reconstruction

Countries emerging from conflict situations are almost always plagued by social upheaval, damaged infrastructure, reduced productive capacity, severe revenue shortfalls, seriously weakened human resources and greatly diminished security. The challenges are daunting as post-conflict governments strive to ensure peace and security, foster social reconciliation and promote development. Yet recovery is possible if the political leadership and public administration can earn the trust of the people, effectively provide services to all and operate in an efficient, effective, transparent and accountable way. This book is about how countries can rebuild the foundations and establish the conditions for self-sustaining, inclusive socio-economic development in the immediate aftermath of violent conflict. The book emphasizes that because post-conflict situations are heterogeneous, there are no ‘one size fits all’ solutions to governance challenges. In each country, political leadership and public administration reforms should be tailored to local needs.

Public Administration Reform in Bosnia and Herzegovina

Public administration reform in Bosnia and Herzegovina is one of the crucial factors in the process of European Integration. The main obligations proposed by Acquis Communautaire include tasks concerning human resource management, selection and recruitment, access to civil service, rotation of employees etc. Besides human resource management is a multidisciplinary and eclectic approach, it has always been represented in the light of psychology and economics and its application in the private sector. Its importance in public sector has been ignored for years. This book, therefore, provides a psychological overview of human resource management methods implemented in public service in Bosnia and Herzegovina, with the main aim to analyse the role of psychologist in the reform process. The analysis should help shed some light on development of public administration, need for modernization and reform, human resource management in public and private sector, and should be especially useful to professionals in European and State Management studies, Organisational studies and Psychology, or anyone else who may be interested in public administration reform and European Union integration.

Principles and Practice of Public Personnel Administration: A Nigerian Perspective is an elegant attempt to make clear the boundaries, purview, content, context, environment and challenges of personnel administration in Nigeria. The author’s preference of the title of “Public Personnel Administration” to the more contemporary concept of Human Resource Management is to underscore that administration of personnel in the public sector remains bureaucratic, workforce-centred, rule-bound etc. Furthermore, despite the technicalities and innovations which the human resource management approach seeks to bring into people management in organisations, the objective basically remains procurement, utilization and disengagement of manpower – the age long concerns of personnel management. The book provides a simple source material for both practicing and student administrators in the area of people management. Students of public administration, business management, and all disciplines that offer courses in personnel or human resource management will find it a very useful beginner’s handbook.

Understanding Public Administration

Public administration – the practice of producing and executing government policy by bureaucrats, politicians, managers and other officials – affects almost everything we encounter in our day-to-day lives. Public administrators are – at least partially – responsible for the amount of hours we work, the quality of the air we breathe, the ease with which we can visit the doctor and the state of the roads we walk and drive down. Despite the widespread relevance of public administration however, the relative amount of government influence on society differs across the world. This major new introduction examines public administration structures, processes and achievements, and the behavior and motivations of the administrators themselves. Internationally relevant and analyzing states at a range of different developmental stages, it examines the key themes and issues that dominate the field. Chapters are framed around a series of questions that determine the typical and the unusual features of governments. For example, focus is given to what makes for a stable government, the different definitions of management, possible solutions to corruption, the relationship between central and local governments as well as the formal strategies for policy development. The book draws extensively on core theory in the field, and makes critical links between Public Administration and Economics, Law, Sociology and the wider subject of Political Science. As accessible for students as it is useful for practitioners looking for a comprehensive reference guide, this is an essential text for those who wish to understand the complexities of government and public administration from the inside out.

Two aspects of investigation have been established in order to discuss its effects and manifestations on ethical conduct at work within public service: the rationality and functioning of public administration; and the morality of the individual. The discussion of the data has indicated that the organization and the rationality observed in public administration foster an environment and a logic that favor conducts which break up with the ethic. Today, the individual`s qualification has been favoring behaviors aimed at private interests. Both aspects influence the individual's morality at work. This essay has identified individuals who keep their ability of self-reflection, which is fundamental to withstand ethical violation. The book points out some recommendations that aim to contribute to educational objectives which take into consideration psychological and subjective aspects and that can also influence ethical behavior.

The focus of this book is an analysis of the relationship between these two processes on strategic as well as institutional levels in Serbia and Montenegro in 2005, with a view to determine how well these states will be able to transform themselves into future successful EU candidate and member states. In addition to pointing out the strategic and institutional challenges to achieving this objective, the book also sheds light on possible obstacles stemming from legalistic administrative tradition and culture. It also offers a set of recommendations for establishing functional linkages between public administration reform and European integration, with the objective of enabling the two states to not only successfully accomplish EU membership, but also reap its potential benefits once they join the Union.

Securing the Public Wireless Network

Broadband access to the Internet is an economic and social necessity in this information age, resulting in a high demand for access from the general public. This have resulted in an increase in public networks, which enable more ubiquitous access to the Internet. The wireless technology (Wireless Fidelity) is heavily deployed for such networks. However, one of the problems with the adoption and use of the wireless network is security. The broadcast nature of the network creates significant challenges. Evidence from the academic literature suggests that security breaches are widespread. Securing the public wireless network is considered to be a dual responsibility between service providers and end users. However, end users have been identified as the weak link in network security chain as they lack the required understanding of the security risks. This book, therefore, provides an understanding of users attitude towards security on the public wireless network. The analysis should be helpful for users and service providers of public wireless network to ensure effective security on the network.

Integrating Politics and Administration: for an Agonistic Policy Model

This book addresses a perennial question – are politics and administration related ? In spite of an entrenched tradition in policy and administrative studies that depicts politics and administration as independent phenomena, Martin Fortis argues in favour of an integrative approach that brings politics and administration together. In his innovative and original study, he challenges dominant accounts that have persistently attempted to de-politicize (public) administration. Borrowing from recent developments in contemporary political theory, particularly the agonistic framework developed by Chantal Mouffe, he argues that power and expertise are two ineradicable dimensions of public policies that can hardly be dissociated. Thus, he proposes the adoption of an Agonistic Policy Model in which policy-making is conceived not as a set of technical or managerial questions to be solved by experts but as a political arena in which multiple actors struggle for the implementation of their power projects.
