As Islam has become more predominant in Germany in the last sixty years, Germany has questioned if and how Islamic religious instruction should be incorporated into state education curriculum. This research first examines why a general discussion on a need for Islamic religious instruction has emerged in the last forty years in Germany. This is found to be a consequence of (a) Germany’s history of National Socialism and a need for an institutional balance between politics and religion; (b) the history of the Turkish guestworker program of the 1960s and 70s; (c) the importance of education and religion – and therefore religious instruction – as a means of integration; and (d) the political and religious responses to these factors. (2) The second question is why the inclusion of Islamic religious instruction differs from state to state in Germany. An examination of four models of Islamic religious instruction in the five German states of of Bavaria, Baden-Wurttemberg, Hamburg, Hesse and North Rhine-Westphalia, reveals that the difference in models is a result of the political opportunity structures and historical repertoires among states.

Along with the power loss of welfare regimes in Europe, the problems which have always existed in the field of poverty started to reemerge as the one of the primary matters of humanity. After 1980s, the new generation social aid organizations emerged in the area of welfare, which was covered by the modern state institutions before. Some of these organizations can be titled as “faith based organizations” (FBOs) which are the organizations that refer directly or indirectly to a religion or religious values, and they function as welfare providers or as political actors. Today, faith based social aid organizations disperse into a wide area, from the sub groups of armed organizations to worship centers of several religions. These organizations perform a welfare function by carrying a number of activities. This study examines the FBOs in the sample of a non-governmental organization, Deniz Feneri (Light House) Association in Turkey. In this regard, the study opens a discussion for a new concept for the world as well as for Turkey.

This book explains why the Korean welfare state is underdeveloped despite successful industrialization, democratization, a militant labor movement, and a centralized meritocracy. Korea's single-member-district electoral rules also induce politicians to sell geographically targeted, narrow benefits rather than public welfare for all while presidents are significantly constrained by unpopular tax increase issues. The work is based on the International Court of Justice's judgment of February 3rd, 2012, in the Jurisdictional Immunities case between Germany and Italy concerning the jurisdictional immunities of a State before national courts of another State. One of the arguments of Italy against the granting of immunity to Germany before national courts was that in cases of violations of international humanitarian law, which constitute violations of jus cogens law, reparation imperatively has to be made by the wrongdoing State. This work generalizes Italy's argument to all jus cogens obligations and discusses the legal nature of the obligation to make reparation arising out of the breach of such a jus cogens obligation. Is the obligation to make reparation a jus cogens norm on itself? This interesting question mixes aspects of the natural law doctrine, of State responsibility and of the effects of jus cogens. This work discusses this question and tries to find out if, in the actual state of public international law, the obligation to make reparation for the breach of a jus cogens obligation has jus cogens character as well.

This book examines the role of ideas in policy change. While most changes in public policy are incremental, on occasion there is a major shift. Most scholarship in political science attributes such shifts to what might be called material forces, such as the actions of interest groups changes in the partisan control of government. But I argue that radical change occurs only when the definition of the problem itself has first been altered. I apply this theory the passage of welfare reform in 1996 - the first time major means-tested entitlement program was ended in the US. I show that such a shift in ideas and problem definition had taken place across the political spectrum well before the shift in the partisan control of Congress to which most political scientists have pointed to explain this shift in policy. Using tools from computational linguistics, I show that over a 20 year period the discussion of the causes of poverty became focused on the moral hazards created by welfare and the dangers of illegitimacy. Ultimately the conservatives won the war over welfare policy because they had first won the war of ideas.

In 1974 local farmers digging a well for water broke through into the burial mound and found the first of the Terracotta warriors. Further excavations have revealed the full splendour of the buried army. But the majority of the mausoleum is yet to be opened, including the burial chamber itself - myth tells us that amongst the treasures yet to be uncovered is a vast map of the First Emperor's kingdom with rivers marked with channels of flowing mercury. The story of the First Emperor and the Terracotta Army is a fascinating one, not least for the discoveries yet to be made.

In optimistic message protocols, the receipt order of unlogged messages may be lost upon receiver process failure, and the receipt order cannot be recovered if it is lost. To address the problem the loss of message receipt order, We propose an equivalent message sequence to replace original one. In the equivalent message sequence, the messages are rearranged according to the value of sender process’s improved logic clock. So, the message receipt order can be equivalently recovered by the sender process logic clock upon receiver process failure. Thus, the corresponding protocol can possess the merit of Pessimistic and Optimistic logging protocols simultaneously.
